The pension and provident fund for clerks and employees of notaries (CRPCEN) is part of the special social security schemes that exist in France, in the same way as that in force for example at the SNCF, the RATP, at EDF, etc This fund manages in particular the basic and supplementary pensions of employees of the notarial sector, clerks and employees of notaries.
The Retirement and Welfare Fund for Clerks and Employees of Notaries (CRPCEN) manages the public service of the Social Security scheme for employees in the notarial sector. Its policyholders are the clerks of notaries, legal technicians who assist each notary, as well as the collaborators of notaries, who are obliged to join this fund from the moment they practice their profession as their main activity.
The CRPCEN thus deals with several branches of private law in connection with social protection:illness, retirement and recovery, concerning clerks and employees of notaries. This specific fund also plays a role in health and social action for its beneficiaries.
The CRPCEN is a very old institution since it was established by a law of July 12, 1937, but it was actually created on st July 1939. This social protection system dedicated to employees of the notary therefore predates the Social Security which is aimed at other assets and which was defined by the ordinances of 1945.
As the CRPCEN website mentions, the fundamental principles of this social scheme are to provide assistance to notarial employees, and to play a role of provident planning and solidarity.
The CRPCEN is managed by a board of directors made up of 16 members elected for 5 years (6 elected representatives representing the clerks and employees of the notariat in activity; 2 elected representatives representing the pensioners of the notariat; and 8 notaries appointed by the Higher Council of the notariat) .
Given its public service mission, which consists of managing the social security scheme for clerks and employees of notaries, the CRPCEN board of directors is chaired by a State Councilor appointed by interministerial decree.
The board of directors of the CRPCEN manages commissions, each with their specific missions, set up obligatorily according to the legislative text which governs this fund. These commissions are 7 in number:
The CRPCEN has the particularity of benefiting from financial autonomy. It thus has different types of revenue:the contributions it deducts from the salaries and pensions of its affiliates, contributions from the emoluments and fees of notaries, contributions borne by the State, the general social contribution ( CSG), as well as profits from its financial products and property management.
The CRPCEN manages the Social Security scheme for 71,400 employees in the notarial sector (clerks and salaried employees), nearly 79,600 retirees from these professions and also around 47,000 of their dependents.
From a pension point of view, the CRPCEN manages both the basic pensions of employees in the notarial sector and those of their supplementary pension. Clerks and employees of notaries pay contributions to this pension fund throughout their working life to build up a basic and supplementary pension. Their contributions are supplemented by other contributions paid to the CRPCEN by their employers.
Clerks and employees of notaries can retire at age 62 for those born from the 1 st January 1962. For the others, this age will gradually increase from 60 to 62 years. However, depending on their number of years of contributions, the age at which they started working, some of these employees can retire from the age of 55.
Employees affiliated to the CRPCEN obtain a full pension if they benefit from 166 quarters of pension insurance.
