The supplementary disability allowance (Asi) is a benefit paid monthly under certain conditions to disabled people who have low resources and who have not reached the age to be able to benefit from the solidarity allowance for the elderly. (Aspa), formerly called the minimum old age. The purpose of this allowance is to guarantee a minimum of resources to its beneficiaries. The ASI can be added, according to predefined ceilings, to the personal income of the beneficiary.
The Asi is granted to people with a general disability reducing their capacity for work or earning by at least two thirds. It supplements allowances linked to this incapacity, such as the invalidity pension. The Asi can also be paid to widows and widowers receiving a survivor's pension, to persons receiving a widow's or widower's old-age pension (awarded to the surviving spouse who is permanently disabled and aged at least 55), an early retirement pension for disability or long career or even an early retirement pension for hardship.
To benefit from the Asi, no condition of nationality is required. On the other hand, it is necessary to be able to justify a stable and regular residence in metropolitan France or in one of these overseas departments:Guadeloupe, Guyana, Martinique, Réunion, Saint-Barthélemy and Saint-Martin. This residence must be more than six months, or 180 days, in the benefit year.
The Asi is paid to people who must also meet resource conditions. As of April 1, 2018, these resources cannot exceed 711.86 euros per month (or 8,542.33 euros per year) for a single person and 1,246.87 euros per month (or 14,962.52 euros per year) for a couple.
To judge the applicant's resources, the administration takes into account all the person's old-age and invalidity benefits (retirement pensions, invalidity pensions, allowance for disabled adults), professional income (salaries and similar earnings, income not wages, daily allowances, unemployment benefits, early retirement, pensions, retirement and annuities), income from real estate and investments and donations made over the past ten years. The income taken into account for the opening of rights to Asi are those received during the three months preceding the effective date of the application of the allowance.
The maximum amount of the supplementary invalidity allowance is 409.43 euros per month (or 4913.20 euros per year) for a single person and 675.62 euros per month (or 8107.54 euros per year) for a couple.
The amounts of the Asi, just like the resource ceilings provided for its allocation, are revalued each year on April 1.
The supplementary disability allowance is paid by Social Security for its insured persons or by the Mutuelle sociale agricole for those who depend on it.
